As part of the Tribal Engagement and Technical Assistance Project, the National Indian Justice Center (NIJC) was contracted by Caltrans to develop online courses available for California tribes and transportation planners. The following courses have been designed or are under-construction:

Tribal Transportation Funding Sources: This course provides funding sources available to tribal governments for transportation plan development, construction of transportation infrastructure on tribal lands, and development of non-infrastructure transportation programs. An emphasis is on grant funding to develop and implement long-range transportation plans and transportation safety plans. It is designed for tribal leaders, transportation planners, grant writers, and others who work with tribes to address tribal transportation needs. It presents information on funding sources, funding eligibility and specific information/data required for making your proposal more competitive.

Tribal Training for Caltrans Regional Planners: This course pertains to Federal and State requirements and best practices for Tribal Government Consultation and Coordination with Metropolitan Planning Organizations (MPO) and Regional Transportation Planning Authorities (RTPA) to Regional Planning and Native American Liaison staff at Caltrans Headquarters (HQ) and all 12 Districts. It provides MPOs and RTPAs with an understanding of the complexities involved in engaging tribes on a regional and statewide basis in the development of their long-range transportation plans and programming documents, in addition to helping develop cultural competencies and procedures to consult and coordinate with tribes more effectively.

Tribal Long-Range Transportation Planning: This course will provide information to California tribes about tribal long-range transportation planning. Tribes are required by federal laws and regulations to have long-range transportation plans (LRTP). Having LRTP makes tribes eligible for transportation funding. LRTP demonstrates tribes’ transportation needs and articulate strategies for addressing them in coordination with other tribal planning initiatives and with those of surrounding jurisdictions. LRTP help ensures that tribes use their transportation funding in a focused and prioritized manner.
